Covariant approach to dark matter,
and dark energy

Abstract:
I argue that
the gravitational effects
assigned to dark matter and
energy should be used as
experimental inputs in order
to phenomenologically
identify the dynamics of the
empty space-time when the
curvature of the space-time
is sufficiently small. By
construction, with
introducing a
new single parameter, I show
that a covariant action can
account for both the
anomalous flat rotational
velocity curves of all the
spiral galaxies, and dark
energy problem.
Although
the nature of this parameter
is currently
phenomenological, I
schematically pinpoint that
it may be derived from the
re-summation of all the
sub-sub-leading (and beyond)
quantum corrections to the
dynamics of the empty
space-time provided that the
mass of the lightest massive
neutrino is about 0.01 ev or
so."
